Financing opportunity: 1st possibility – ROP – SO 8.1 Increasing the accessibility to health, community and secondary services, mostly in poverty and isolated areas and
SO 8.2 Improving the quality and efficiency of hospital emergency care departments.
Who can access the grant:
- Local public authorities and institutions;
- Activities regarding the regional emergency hospitals will have as beneficiary Ministry of Health and also partnerships between the Ministry and local public authorities and institutions.

Eligible activities/expenditures:
- Investments will support the service infrastructure for community, respectively construction / rehabilitation / modernization / expansion / endowment of socio-medical integrated community centers („community care services”). Along with medical services, in these centers there could be provided basic social services (identificarea cazurilor sociale, consiliere si asistare sociala etc.). Not only accessibility issues to primary health care and social services for beneficiaries belonging to rural sector will be solved, but also the ones related to a minimum standard of quality of these services (regardless of place of residence, urban / rural);
Actions supported through this priority are focusing on:
- Strengthening the infrastructure of ambulatory units, through rehabilitation / modernization / expansion / specialized ambulatory endowment actions, including those that will result from the reorganization / rationalization of small ineffective hospitals;
- Investments in the emergency units of the county hospitals.
This intervention will be represented by the construction of three regional emergency hospitals in NE – Iasi, SW – Craiova and NW – Cluj Napoca which will take part of a strategic network composed of 8 regional emergency hospitals that will cover, at national level, the need of high-class, integrated and complex medical services.
Investments in the network of ambulatory units and socio-medical integrated community centers will be prioritized according to: the level of poverty, pre-existing access to medical services, other vulnerability indicators (high rates of poverty, high rates of ethnic minorities, gender – women, morbidity and mortality low scores, etc.). Actions supported under this priority concern:
- Construction / rehabilitation / modernization / expansion / endowment of socio-medical integrated community centers;
- Rehabilitation / modernization / expansion / endowment of infrastructure from patient departments, including the ones from reorganization / rationalization of small and inefficient hospitals;
- Rehabilitation / modernization / expansion / endowment of emergency rooms infrastructure;
- Construction / endowment of regional emergency hospitals.

Eligible activities/expenditures:
- Projects for ERA departments “ERA Chairs” (ERA = European Research Areas). HORIZON 2020 will finance staff and administrative costs;
- Teaming projects between strong research institutes and research institutes with excellence potential from regions with low performance in the RDI field will lead to an improvement in the excellence centers from less developed Romanian regions. HORIZON 2020 will finance the preparation phase of the project (including drafting a business plan) aiming to develop the RD capacity through a teaming process with a performance institution from another member state. Structural funds will intervene in the second teaming phase for financing investments in RD infrastructure.

- This section follows the establishment of partnerships between research organizations and enterprises / groups of enterprises interested in obtaining knowledge, skills and competencies that will meet the needs of strategic development of enterprises and provide innovative solutions for obtaining products and processes, new / improved technologies identified by enterprises as required by the market.
- In the same time it follows the recovery of the potential of existing RD infrastructure, developed or modernization and of resources for innovation needs of enterprises with the purpose of increasing the added value of the competitive sectors or with growth potential.

Projects will focus on providing the infrastructure needed to implement health and telemedicine information system:
- Development of an integrated e-health information system aimed at implementing activities to develop / strengthen the existing information systems and increase their interoperability. The main components of the health information system as support for the decision-making process will include: data warehouse, analytic and reporting tools, presentation system, administrative system for operation support;
- Telemedicine ensure electronic transfer of medical data through telecommunications systems ensuring:
- Providing outpatient post hospitalization medical services for the discharged patients from the hospitals;
- Facilitating access of rural population to specialist outpatient services.

- Provide integrated services for children, youth, adults / parents etc. (egg. Active employment measures, training, socio-professional insertion, social / health services, psychological counseling etc.) through multi- functional centers / single points of access to services / one-stop shop or / and by involving specialists from the local network of the SPO or to those of the public social services level;
- Supporting the development / provision of social services / provision of services in community integrated medical and social services. Special attention will be given to encouraging innovative approaches in providing these services.

- Supporting the development / provision of social services / provision of services in community integrated medical and social services. Special attention will be given to encouraging innovative approaches in providing these services.
Financing opportunity: 3rd possibility – HCOP – SO 4.4 Reducing the number of persons belonging to vulnerable groups by providing social / health / socio-professional / vocational training services appropriate to their specific needs.

- Central and local public authorities in partnership with relevant social actors;
- NGO`s accredited as services providers, social services or work force occupation providers;
- Administrators of global grant schemes; focus on intelligent specialization from CNS, including health as priority area of public interest.
To whom you need to address:
- Homeless people, addicted people, victims of domestic violence, of human trafficking, people in jail, probation or previously incarcerated, elderly people and disabled people that are dependent or in risk of social exclusion etc.
Eligible activities/expenditures:
- Supporting development / providing of services / access to integrated services (e.g. medical post-intervention treatment; treating diseases related to drug / alcohol abuse; individual and group psychotherapy; family counseling; school and vocational counseling; vocational counseling; providing occupation support measures, counseling, training, re-insertions / social-professional support for the insertion on the labor market and community etc.).
Financing opportunity: 4th possibility – HCOP – SO 4.9 Increasing the number of people that benefit from health and social services oriented towards prevention, early diagnostic (screening) and early treatment for main pathologies.

- Ministry of Health / public authorities alone or in partnership with relevant actors (universities, NGO`s etc);
- Administrators of global grant schemes.
To whom you need to address:
- Public authorities personnel;
- Specialists in providing medical services;
- People belonging to vulnerable groups that will benefit from support programs (e.g. screening)
Eligible activities/expenditures:
- Support in providing preventive services / diagnosing for mother and child, including training the personnel involved in caring for the pregnant woman and the child (e.g. doctors, nurses, other relevant personnel), updating the methodological framework, monitoring, evaluating needs, all in a context of non-favorable mother-child death rate;
- Support for providing essential health programs and services with a strong component directed towards prevention, early diagnosis, screening, diagnosis and treatment for priority pathologies (e.g. cardio-vascular disease, cancer, diabetes, BPOC, chronicle kidney disease, tuberculosis, HIV-AIDS etc) including by training the specialists involved and developing the methodological framework;
- Information interventions and activities, education, awareness, communication at individual / group / community level with a focus on vulnerable groups, under the conditions when access to health services depends on the addressability of the population and the awareness degree on their own health needs and rights for health services.;
