Purchase of equipment / constructions for energy production |
Financing opportunity: LIOP – SO 6.1 Increasing the production of energy from renewable less exploited resources
Project value:
- Maximum 15.000.000 euro;
Non-reimbursable grant percentage (of eligible costs):
- 80% of the eligible costs for small companies;
- 70% of the eligible costs for medium companies.
Eligible activities/expenditures:
- Acquisition and preparing land for the emplacement of equipment / facilities of the project;
- Construction of buildings and / or constructions necessary for the emplacement and assembling of machinery, plant and equipment related to the project;
- Acquisition and assembling of: machinery, equipment, new equipment, including continuous monitoring equipment, necessary for the project objective; site organization;
- Works for the junction to the National Power System network, downstream of the point of separation (“demarcation point” as defined in the ANRE Order no. 59 / 08.02.2013 for the approval of the Regulation regarding the junction of users to the public electricity networks);
- Network for transmission and distribution of thermal energy (heat network) until the boundary point, as defined under Law no. 325/2006 of public thermal energy service (for projects proposed by Territorial Administrative Units / Inter-community development associations);
- Project preparation (feasibility study, technical project, tender documents, authorizations, approvals, etc.); project management; project audit; promoting activities – only for projects not covered by the state aid scheme;
- Projects exploiting geothermal energy: perform new drill / drills or rehabilitate the existing ones and the heat pumps with a season performance coefficient SPF >=3). For projects leading to production of energy through biomass, there can be covered also the production of bio-gas.

Financing instrument: possibility no. 1 – LIOP – SO 6.2 Reduction of energy consumption of industrial consumers
Project value:
- Maximum 200.000 euro, minimis aid;
Non-reimbursable grant percentage (of eligible costs):
- 100%;
Eligible activities/expenditures:
- Implement energy consumption monitoring systems for industrial consumers;
- There are not eligible projects implemented in Bucharest-Ilfov region.
For further information we present below the list of eligible expenditures:
- Equipment needed to monitor the energy consumption for industrial companies with a consumption level of more than 1.000 tep/annually, in order to reduce the losses, calculate the saving potential and identify the areas where the energy efficiency measures may have the highest results;
- Monitoring systems (hardware and software): sensors for measure tools and/or industrial process measure and control tools;
- RTU (Remote Terminal Units) – a specific unit which collects data from the industrial process or from the implementation area;
- Data communication system;
- Master station (station which collects all the communications and which is linked to all (sub) equipment);
- Computerized data analyzing system; recommendation and optimization of these kind of actions;
- Other equipment.
Financing instrument: possibility no. 2 – LIOP – SO 6.4 Increase savings of primary energy consumption produced through high-efficiency co-generation
Project value:
- Maximum 6.000.000 euro;
Non-reimbursable grant percentage (of eligible costs):
- 80% of the eligible costs for small companies;
- 70% of the eligible costs for medium companies.
Eligible activities/expenditures:
- Construction / modernizing cogeneration power plants of high efficiency (maximum 8 M We) for natural gas and biomass;
- Construction / modernizing cogeneration power plants of high efficiency using natural residual gases produced by industrial activities of companies;
- All activities aiming at implementing high efficiency cogeneration systems;
- Modernizing co-generation power plants of high efficiency can be performed through investments in works for an existing power plant leading to a new production capacity;
Examples of eligible expenditure:
- Acquisition of equipment for construction/modernization of company’s high efficiency co-generation units;
- Constructions related to co-generation energy production project.
