Participation to public consultations
VAPRO Romania is very active in the field of adjusting the legislative and methodological framework for non-reimbursable financing. We participate to various public consultation organized by the Ministry of European Funds, Commerce Chambers and other representative organizations. Also, together with our partners, we organize round tables/workshops through which we promote our ideas and encourage the private business environment to get involved in EU projects.
We present below examples of public consultations to which we have participated and recommendations submitted to improve the guidelines / other draft documents:
23.09.2016 – POCU – Applicants Guidelines SO 3.7 – Diaspora |
We submitted recommendations and we asked for clarifications regarding some aspects for completing the Applicants Guideline Specific Conditions of Specific Objective 3.7 – project call “Diaspora Start Up”, guideline under public consultation.

26.07.2016 – POCU – Applicants Guidelines SO 3.7 |
Vapro Romania together with Structural Consulting™ Group – www.fonduri-structurale.ro submitted to the Ministry of European Funds and MA POCU a document that comprise recommendations to improve the Applicant Guideline Specific Conditions “Romania Start up Plus” on Human Capital Operational Programme.

19.07.2016 – POCU – Applicants Guidelines SO 3.7 |
Structural Consulting™ Group – www.fonduri-structurale.ro and VAPRO Romania have submitted to the Ministry of European Funds and AM POCU a case study based on Romania’s excessive interpretation regarding the use of simplified cost options within POCU 2014-2020. The analyse can be consulted here.

With the occasion of the publication through public consultation of the Applicant Guideline for the Specific Objective 8.3 Increasing the coverage of social service , operation A vulnerable group: elderly, within POR we elaborated few recommendations.

We have provided a set of recommendations for improving the consultative version of the Applicants Guidelines – General Conditions.

22.03.2016 – Ministry of Economy – Financing programs for SMEs development |
On 22.03.2016 we attended the consultation regarding the consultative Guidelines regarding the minimis aid schemes for SMEs financing, published by the Agency for the implementation of SMEs programmes and projects under the Ministry of Economy. The meeting was also informative, presenting the stage of the drafting versions of the Guidelines and the main changes that will be performed.
18.03.2016 – MySMIS 2014 – Recommendations for improving MySMIS 2014 system, the module for applications for funding |
We tested MySMIS 2014 system and at the time it was closed we submitted our recommendations for its improvement, both by email and by the Helpdesk system.

04.03.2016 – Public procurements – New legislation |
We attended the meeting between AMCHAM (American Chamber of Commerce in Romania) representatives of the European Commission (Mr. Francois Arbault) regarding the new procurements legislative package. There were discussed the main modifications and we presented our improvement recommendations to the Commission representatives.
10.02.2016 – POCA – Supporting NGOs capacity to formulate public policies |
We submitted questions/recommendations for completing the Applicants Guideline for the projects that aim to support the capacity of NGOs to formulate public policies.

29.01.2016 – Public procurements – New legislation |
We participated as representatives of the private sector to the discussion concering the changes that will be introduced by the new legislation on public procurement. The session has been organized by the new leadership of the National Agency for Public Procurements.
06.01.2016 – POCU – Consultation at the Ministry of European Funds premises regarding the interventions for the people from marginalized communities. |
We participated to a consultation organized by the Ministry of European Funds regarding the Specific Guidelines for projects aiming at developing the marginalized communities. There have been presented the main issues of the Guidelines and together with other participants we communicated to the representatives of the Ministry our main recommendations regarding the type of eligible applicants – in particular, and also the eligibility conditions of the minimis aid and the types of professional training that can be organized within the projects. Besides other relevant actors, the Ministry of European Funds, Mrs. Aura Raducu and Mr. Ciprian Necula – the state advisor on Roma issues, have also participated.

26.10.2015 – Public procurements – Business breakfast with the president of the National Agency for Public Procurements |
We attended a meeting organized by AMCHAM (American Chamber of Commerce in Romania) with the President of the National Agency for Public Procurements – Mrs. Roxana Minzatu. The topic was focused on the main modifications incurred by the new legislation of public procurements.
11.09.2015 – POCU – Employment of youngsters who do not follow a form of education (NEETs) |
We have provided a set of recommendations for the improvement of the consultative version of the Applicants Guidelines – Specific Conditions no. 1/2015 for the Axes 1 and 2 for hiring unemployed youngsters who do not follow a form of education (NEETs) and also for the state and minimis aid schemes.
